The DoD and associated programs and agencies won't suffer at all because the MIC will straight up murder all of those cocksuckers if they have to.
You don't fuck with the MIC in the US. That's why I don't get worried when I see all this shit about Trump wanting to get rid of generals or court martial them, he may tell the military to do it but the leadership will just laugh and say no.
